About the Position
We are looking for a Chief Operating Officer (COO) who will oversee the operations of MoveOn’s five entities: PAC, SuperPAC, C4, C3 and for-profit S corporation. This role will also be responsible for all fundraising and revenue generation to meet our annual budget of up to $64 million per year; as well as leading and managing the efficient and effective implementation of MoveOn’s core business functions and internal operations, in line with the organization’s strategy, consistent with our standards and values; and in compliance with donor, government and other standards and requirements. 
Specifically, the COO is responsible for overseeing MoveOn’s fundraising teams including email fundraising; online advertising; major donors; foundations; monthly contributions; direct mail; planned giving; merchandise; phone fundraising; and all related donor stewardship, retention and acquisition. The COO closely supports all mobile fundraising; manages fundraising testing; and is responsible for all income reporting to the boards and staff. The role also includes managing organizational systems including finance and administration, risk management, compliance, legal operations, governance and security. 

This role is a member of the Senior Management Team, which is responsible for leading the development of the MoveOn’s overall strategic direction and building an organizational culture, values and practices that are rooted in equity. This role actively participates and contributes to the organizational strategic and annual planning process and ensures organizational-wide alignment and financial health. 
Responsibilities:
Strategic Direction and Leadership in collaboration with the Executive Team and the Senior Management Team:
  • Set and communicate overall vision, strategic and operational direction and ensure alignment with program objectives across the organization.
  • Define and strengthen overall organizational culture and values rooted in equity.
  • Help create and lead a culture of philanthropy within the organization that motivates and inspires continued fundraising growth, and meets the organization’s long-term financial and membership development goals
  • Drive fundraising success while prioritizing the diversification of MoveOn’s income sources, and establishing a stable and reliable fundraising base for the organization
  • Translate MoveOn’s Strategic Goals into Operations Department objectives and key performance indicators. 
  • Provide strategic direction and leadership to the Operations Department and align them with MoveOn’s overall goals and strategies.
  • Establish performance measures, monitor and evaluate the effectiveness of MoveOn’s Operations Department. 

Finance and Administration:
  • Together with the Director of Finance and Operations, and in partnership with senior leadership, develop strategies for building a financially solvent and sustainable organization so MoveOn can carry out its mission. 
  • Oversee the establishment of generally accepted accounting principles of fiscal management standards, systems and best practices aimed at building finance stewardship and accountability. 
  • Oversee the creation of annual budgets for all five entities and provide direction to the Director of Finance and Administration and their team in regularly monitoring and reporting budget progress and addressing challenges encountered. 
  • Together with the Director of Finance and Administration, ensure provision of relevant and accurate financial information to the Executive Team, Board, Budget Holders and other relevant stakeholders. 
  • Develop, articulate and communicate budget and accounting philosophy and ways of working to internal and external audiences. 
  • Responsible for annual audit processes, reporting to MoveOn’s boards of directors
  • Ensure that MoveOn maintains appropriate systems for financial controls at all levels
  • Direct all state and federal campaign finance reporting, lobbying reporting, charitable registrations, tax reporting and other required reporting.Ensure that MoveOn entities maintain best practices in HR administration, including staff benefits, employment-related taxes, and payroll 
  • Maintain resource separation agreement between MoveOn entities and ensure that it is followed at all levels of the organization

Risk Management and Compliance:
  • Develop strategies for assessing and mitigating risks, including physical security risks. 
  • Oversee the establishment of risk management standards, systems and processes aimed at ensuring compliance with applicable laws and regulations. 
  • Oversee the legal operations of MoveOn and manage the Senior Legal Counsel in addressing legal risks and issues. 
  • Ensure the MoveOn’s five entities all comply with best practices around board governance, fiduciary duty, compliance and transparency
  • Provide for appropriate liability insurance for all MoveOn entities and activities

Fundraising and Development:
  • Ensure the MoveOn organizations meet their combined annual budget, which has grown from $8 million per year in 2014 to $64 million in 2020
  • Lead a long-term plan to continue MoveOn’s income growth while diversifying fundraising sources, establishing stable revenue streams, and prioritizing the organizations’ large historic grassroots donor base
  • Supervise fundraising teams and programs, including email, online advertising, major donors, foundations, merchandise, direct mail, phones, planned giving and testing. 
  • Provide close support and collaboration on all mobile fundraising programs
  • Direct all donor stewardship, retention and acquisition strategies
  • Lead a culture of philanthropy within the organization, and ensure a close working relationship with program teams as they develop campaign strategies
  • Manage all income reporting to boards, staff and relevant stakeholders
  • Ensure that MoveOn’s fundraising and development practices are in line with overall organizational values and applicable laws.
  • Oversee grant reporting procedures and ensure that reports are submitted in a timely manner. 
Other responsibilities:
  • When needed, represent the organization in varied public venues.
  • Other tasks assigned by the Executive Director
Required Skills and Experience:
  • At least 10 years of experience in Fundraising and Operations management and 5 years in senior leadership roles.
  • At least 5 years of experience in a national non-for-profit organization.
  • Experience with C3, C4, PAC and SuperPAC entities. 
  • Strong equity analysis and demonstrated understanding of, commitment to, and prioritization of racial justice, social justice, and accessibility, as well as experience working effectively with different constituencies.
  • Strong ability to think strategically and translate overarching goals and strategies into operational objectives. 
  • Ability to cultivate and establish partnerships with colleagues, leadership and other stakeholders. 
  • Excellent written and verbal communication skills, with an ability to translate complex organizational data into clear and simple messages for a wide range of audiences.
  • Ability to manage complex projects and work across departments. 
  • Ability to prioritize and focus effectively across a wide range of responsibilities. 
  • Comfort and ease working in a fast-paced environment, managing a large volume of requests. 
  • Ability to demonstrate grace under pressure. 
  • Strong ability to manage and work with remote teams from across the United States. 
  • Familiarity with Google Suites, Zoom and Slack Work Environment: Mostly working remotely and is expected to work across US time zones. 
  • Self-directedness—MoveOn is a virtual office, and while you will interact with your colleagues constantly, you will be driving your own workflow and output. Excellent personal organization and time management skills are key.

Location: Position may be based anywhere in the contiguous United States. May require occasional travel.  
Salary and benefits: At MoveOn, we commit to equity in our compensation philosophy and practices. We are committed to equal pay for equal work. To counter systemic pay inequality and compensation issues in this country, we have a nonnegotiable compensation practice. We utilize benchmarking and peer organization data to ensure we provide competitive nonprofit compensation and benefits. The salary for this position is $159,146.00. In addition to the base salary, we offer a minimum $2,500 annual home office subsidy based on your home location. We also offer an internet and phone subsidy of $2,100 and a health and wellness subsidy of $900 annually. All of these cash benefits are added to your bimonthly paycheck. We offer strong medical, dental, and vision benefits which are free to employees and children of employees (spouses or domestic partners can be added at a subsidized rate). We offer employer-paid premiums for life insurance; four weeks accrued paid vacation time per year, prorated for the period that you work; 18 weeks of paid parental leave (birth, adoption, foster care placement of a child); 10 days accrued paid sick time prorated for the period that you work; paid family medical leave; and 8 staff holidays and 6 floating holidays. We contribute 5% to your 401(k) after six months of employment. We also offer $1K in professional development budget each year for each staff member.
